They didn’t have rec letters for every house.
Their grades aren’t that good.
They weren’t involved in high school.
They have a terrible reputation that followed them for whatever reason.
They had bad conversations.
They decided they were “too good” for some houses and didn’t try there and then got dropped.

Or any one of a multitude of reasons. Grades and no rec letters are the most likely.
