What is financial suspension?

I’m a little confused on what financial suspension is. Hypothetical situation, if someone was an active in a srat and then didn’t pay their dues for the 2 semesters of a school year, would they be able to rejoin the if they started paying again their dues again the next year? Or does it kick you out for good?
