ADPi bid over quota, they literally weren’t allowed to give out snap bids.

Snap bids happen before bid day to chapter's that did not meet quota during recruitment. COB happens after recruitment ends for chapters that after recruitment are still under house total/average chapter size. Updated house total is typically set after recruitment ends and chapters not at it can COB to meet it.
