can sorority girls who are recruiting make recommendations on which pnm should join before rush week or during? Is that common?

no. they can not. a recommendation can be placed by anyone, including someone within a house/chapter. but a recommendation does not determine if you get in, it just makes you a little more interesting to the girls in the chapter.
if you are a legacy, that is different. some sorority really like legacy’s, this resulting in a bid.
