i have to say sigma chi and dchi are not as good as pike, girls and guys know this. I agree Pike isn't as good as pi kapp and fiji but the are definitely a better frat then sx and dx

In no particular order:

Top Tier: Pi Kapp, SAE, DCHI, FIJI
Middle Tier: Sigma Chi, Pike, AEPi, Delt,
Bottom Tier: Beta, Theta Chi, Alpha Sig, Sammy (if I forgot you, you weren't worth remembering)

PI KAPP is at the top, we all know this. SAE DCHI and FIJI all throw down hard and get tons of girls, although all of the top houses are in consistently getting in trouble.
Sigma Chi's losing their house, so they won't be Middle Tier for long, everyone hates Pike but they have a great rep, AEPi and Delt are solid.
The bottom tiers are just bottom tiers because of awful location of their houses, they're relatively new, or their average to lousy reputations.

Top is probably Pi Kapp, Fiji, SAE, Pike and SX. DX might throw down hard, but that's kind of all they do now. They aren't allowed to participate in any formal events and don't really do anything.
