Why didn’t uiuc test students before school started?

Just a honest question why didnt uiuc make it mandatory for students to test negative before returning to campus? Wouldn’t this have prevented a ton of outbreaks???

You can’t guarantee a student has access to testing or an easy way to get on campus before they’re actually on campus.
