On Saturday mornings a frat and sorority go to a reserved bar together and drink before football games, they also used to sit next to each other at the games which is why it's called block

from what i hear, these days it is mostly underclassmen because juniors and seniors really dont want to be sitting in a bar on a saturday morning.

So it means something for status, but not much else.
