Why would you put fraternities like DKE or Chi Psi over Phi Psi?

Neither of those fraternities throw good parties. In fact, Chi Psi has some of the worst ones on campus.

Of those three, party wise it goes Chi Psi > Phi Psi > DKE. Chi Psi parties are decent. None of their parties are as good as TDX, Sigma Chi, or Theta Chi (when they weren't on probation).
