Does this happen? Where a good PNM just isn’t mutually selected by a chapter?

tbh? "cross-cutting" is possible, but p rare. if you rushed and really didn't get a bid from anyone (ANY sorority, not just one you didn't want), it's more likely you suicided on ur pref card (don't do that) or didn't conduct yourself in an appropriate way.
