Getting fully released from rush?

Is it common for girls to get fully released from rush and not get a bid anywhere?

happens to a handful of girls every year, but more people drop recruitment than get dropped by every house. You usually have to either 1) offend/piss of multiple chapters 2) talk about things that aren't appropriate or 3) be a brick wall and have nothing to contribute to the convo to get fully "released"
