saw that gphi is doing informal recruitment are any other chapters and why did they announce so soon?? just seems fast to me...

Making Quota and being at Chapter Total are 2 different things. They may have had some seniors graduate in December, which affected their Chapter Total, so even though they made quota, they can take a few more girls to get to total.

Yup, this is exactly it. I know Kappa will also likely be doing informal recruitment because although they had a massive pledge class, their chapter total isn't as big as the average, so they're gonna wanna take some more girls to try to get as close to that as they can.
