Maybe if it was made very clear to PNMs throughout the process that there were quotas/maximum number per house and that mathematically it was impossible for every person to receive a bid, PNMs would have approached recruitment differently. Did you assume you were going to get a bid and just sail through without trying to present your best self/make a connection to houses? Were you a legacy that assumed you were a shoe-in and didn't consider how competitive it would be to get a bid at all, let alone to your chapter of choice? Maybe if it was reiterated that 600 girls would leave recruitment without a bid, things might have been different. Just a thought.

No you do not understand what 'quota' means. There is no cap on the number of women who receive bids. Quota = the total number of girls who go through pref round w/o dropping out divided by the number of houses. That's not how recruitment works at all.

Did I read the OP correctly? It's pretty clear that chapters can't take everyone. Nobody ever promised every PNM the world.
