OK I've got this straight from an unimpeachable source who was there. The sorority tiers might never change but the fraternities sure do. This is what the Top Tier looked like at FSU in 1996.
Top fraternities in no order: SAE, SigEp, ATO, LXA, Sigma Chi.
SX and LXA got kicked off and are still gone. SAE, SPE and ATO all got kicked off but came back with varying success.
In 1996 Pike wasn't back on campus yet. Delt was good but not Top Tier. Same was true of Phi Sig, Theta Chi and Pi Kapp. KA has always been KA.

My mom was in school about 30 years ago. Sorority tiers have changed. ZTA was mid tier back in the day.

ZTA was upper lower. My mom is shocked to hear they are good

AXO was also bottom tier when they first colonized, new chapters are the ones that have the best chance to move up

You are mistaken. AXO has always been here. They never left and came back. You're thinking of someone else.
The sororities who left FSU at some point and came back are Gamma Phi Beta, AOPi, Alpha Phi and Delta Phi Epsilon.
Tri-Sigma, Alpha Xi Delta and Sigma Kappa all left and have never come back.

When I went to FSU ( late 80's) top sororities were:
TriDelta, KD, PiPhi, ADPi.
My daughter is now rushing, and I was curious how much it has changed??

Fraternity tiers are likelier to change because every few years chapters get kicked off, lose houses, etc that affects their standing. Also sports seem to help fraternities move up in tiers which is something that isn't awfully difficult to improve.
