Pi Beta Phi - ΠΒΦ Sorority at Mississippi State University - MSU 2.4 recruitment I believe. Very string nationally but it is going to take a long time to become fully established at MSU. You honestly don't hear much about them on campus.

Pi Beta Phi - ΠΒΦ Sorority at Mississippi State University - MSU 3.2 It seems like they are doing very well for their 4th formal recruitment. Hopefully they will be able to start off with a good reputation. True ranking here. They are pretty average but their campus involvement is seriously lacking. You only see a handful that are involved in other activities.

Pi Beta Phi - ΠΒΦ Sorority at Mississippi State University - MSU 1.4 isn't doing too great. They have ZERO involvement, bad grades, bad retention, not so cute, a hodge podge of members that gives a bad overall sisterhood impression. They are awkward in rush and still take the only girls left even though they have been here for 4 years. No way they should be #3 or ahead of other strong chapters here.

Pi Beta Phi - ΠΒΦ Sorority at Mississippi State University - MSU 3.4 There is no reason for you to give them bad rankings just because they are above other chapters. They have 9 votes and the rest have 100's. Pi Phi is not last in grades (not everybody can be first) and are not taking the bottom girls.. that's the house down the street. You are right, this is their 4th year and they aren't going to jump into recruitment being as good as a top house, but I think they're doing a pretty good job.
