ZTA didn't even meet their quota, someone please tell me how they are considered "top tier"

Zeta did make quota I know for a fact they only had to take a couple girls from their B list. tridelt has given out snap bids the past few years and they're still top and zeta didn't even have to give out snap bids. Tridelt and zeta always have a tiny bit smaller pledge classes because they are required to make huge cuts and be more selective due to the amount of girls who want them back.

the zeta pledge class is 119 (3 largest and the other two had like one or two more members)
