The real way to tell the top houses at A&M is by looking at who isn't participating in spring rush.
Chi O, Kappa, Pi Phi, Tri Delt, Zeta (abc order)
This means these houses have a full quota. They aren't doing COB because the girls in their chapters actually want to be there and don't drop. People can say what they want about rankings, but the numbers speak for themselves. Those five houses are the top.

Cpc raised total, most houses have girls graduate in the fall and are under total in the spring, just depends on each chapters nationals to decide if the specific chapter has to do sprint recruitment. What I can tell you is at least one of the houses listed above is taking a spring class, but aren’t opening it up to the public to try to maintain a more exclusive rep.

This is a real over-simplification and while maintaining total year-round is an indicator of chapter strength, it isn't the only or even most important factor. As pointed out by so many, retention issues can happen for a variety of reasons and even the strongest and largest chapters deal with them. Honestly though, I love love love being able to do COB/informal recruitment in the spring. You really get a chance to actually KNOW the person you are recruiting, rather than the scattershot/rushed recruitment in the fall where you often miss out on getting to know people in a meaningful way b/c of arbitrary release numbers, etc. There is no downside to being able to recruit up to total, regardless of the reason a chapter might fall below.
