What are my chances if being a transfer student from a Texas university with a good gpa and rushing as a junior? How many of the chapters do take juniors and would it help to get rec letters from alum?

Rec letters always help. Almost all sororities will take juniors but usually the top tier will only take one or two. Sometimes none. Middle tier will take a bigger portion. Just know it will be harder as a junior so you need to have awesome recs. Tons of extra curricular. Connections. A good personality. And be fun to talk to and memorable during rush. It's not impossible but you've got to be on your A game. On the other hand AOPi is new and has a lot of cool girls and you could definitely go AOPi

Network network network. As a junior you should try to meet people in houses you're interested in.
