This year they should rush a third great class and be on their way to being top-5 on campus. Their older guys suck but they graduated. Have xchanges with all top-tier sororities and should have their first house party in the fall, since they are off probation at last

Phi Kappa Psi - ΦΚΨ Fraternity at Louisiana State University - LSU 4.0 coming from a girl in a top tier sorority, i love phi psi. most of the guys are super nice, some awkward though. the sophomore and freshman pledge classes are awesome and i can see them rising in the tier chart very soon because of those two pledge classes.

Phi Kappa Psi - ΦΚΨ Fraternity at Louisiana State University - LSU 3.2 These guys are an interesting case. From what I have seen and the guys I have met, their younger guys are solid and should do well in the upcoming year. Their older guys just suck. I could be wrong, but I haven't been proven wrong yet. Look for them to be much better in the next couple years as the younger classes take over and the older guys get pushed out. I'd rate them as "on the rise".
