cuts during recruitment

Who makes the final decision on who gets cut and who gets invited back during recruitment? Does the Executive Committee, Alumni, New Member Educator, Pan Counsel...I understand groups may be different but it would be nice to know.

Different in every house and this isn't a polite question to ask because sorority girls can't really talk about how they choose their new members.
