This is not correct.
Kappa, Theta, DDD (barely), XO (barely)
Pi Phi, APhi, AXO
GPhi, DG
AOPi, AGD

And to be honest, there is very little between the top 2 lists. APhi and AXO have definitely risen and belong where they are. GPhi has slipped as has Pi Phi, which is why they are down a notch from where they have been in the last few years.

Theta is not a top house. Kappa is barely a top house. I do agree with your ranking for Pi Phi. So because old top houses have slipped, my opinion is:

Top: TriDelt, ChiO, Kappa
Next: Theta, Pi Phi
Next: GPhi, APhi, AXO
Next: DG, AOPi, AGD
