Once all sororities meet quota there are always girls who would go bid less if quota additions were not allowed. These are girls who were not on the top lists of either sorority they preffed. The sororities agreed to take on additional new members rather than have them go bid less.
It is a good way for underperforming sororities to increase their numbers.
