How guaranteed are you to get a bid to a sorority if you have a sister or cousin currently in the chapter at the university where you are rushing (assuming that you aren't a grade or standards risk or that you aren't socially impaired)?? I know nothing guarantees you a bid, but could you still not get in even if this family member pushes really hard for you?

You are never guaranteed a bid from a house. One girl had a sister in my house and she got dropped after Skit. It gives you some leverage but they still have to like you.

connections are important at any house but you can still get dropped for a various amount of reasons. You need to connect with the girls in the house. Don't put all of your seeds in one basket. Yes, one of your family members maybe in XYZ sorority but that might not be the right house for you and that's okay. Just put your best foot forward during rush week and you will find a house you will love and be happy in!

Unless your sister recommends they drop you, or you have a seriously damaged reputation, you should get a bid.

What about a cousin? Do they have the same leverage?

Cousins don't hold as much weight, but I'd say you still have a leg up. My sorority places an importance on cousins.
