greek ranking

Being new to this system I was wondering how the ranking of top tier, middle tier and lower tier are developed. Is there a formal organization like IFC that produces the list? It appears that it is just peoples opinion. I see lists where people say, if you move this house to here and that house to there then your list would be accurate. I just assumed that some organization developed an "official" list.
