If a chapter doesn't make quota then a snap bid is given to someone who was previously cut and who was released from recruitment to bring that chapter to quota.

Girls receiving snap bids are usually called early on bid day and told that one of the chapters has offered her a bid and to show up with the other girls to receive it. That way she can open her bid and run to the house.

There are a lot if false rumors on this sight that will tell you that girls from certain sororities are seen on another sororities front lawn on bid day offering girls snap bids who have already been offered a bid from the sorority they are at. Basically stealing new members away illicitly. THIS IS NEVER THE CASE! Girls that receive a bid from one sorority are not eligible for snap bids. Only girls who have been released from recruitment all together. Or did not match after pref.

If snap bids are given, they are given out only by Panhellenic before bids are handed out.
