First round cuts are usually made behind the scenes and involve all the things you mentioned plus those without strong recs or no recs. Each sorority has character requirement that are consistent with what their nationals deem appropriate for all new members to possess. (Character traits, etc). Rec letters will let us know about these things which make strong rec letters from somebody who knows you well so important.
Second round cuts will involve a lot of the same (narrowing the field) plus those girls who simply don't get enough of the popular vote or lack alumni support.
By the time we get to pref, everybody will have exactly what we are looking for in a new member. Then it becomes nothing more than a numbers game.
