It's been said this whole rush season and it really is true...
Decline:
The most obvious is ChiO. They are on a steady decline. If you look at the numbers from what is usually considered top three
ChiO took 90 girls to DDD's 101 and KD's 104 - they obviously lost several girls. Lots of crying at their house today, rush chairman left for a while; generally not a good scene. They will continue to thrive but just not as heavily.
Incline:
KD has been the most sought after chapter past couple of years even though many still consider DDD a little higher.
Kappa - in spite of probabtion rumors pulled some really great girls. Still need to tighten their reputation just a tad.
PhiPi & AlphaPhi - getting better and better, gorgeous girls don't know how involved they'll be, they need to get their girls motivated
DG - got some great girls too and from their resumes they'll be very active on campus, moving up or at least staying steady, but they keep just being a little irritating with self promotion
Theta - gotta love them for doing their own thing, inching up on this campus for sure.

ChiO took 90 girls to DDD's 101 and KD's 104 -so does that mean that the rank would be KD, DDD, then XO? If their variable quota was 111? Does that mean that more girls chose KD, then DDD, then XO? Or were they even in the same pool of picking girls? I'm just confused and want an explanation

...
Moms out of touch...we're variable recruitment now.
The reason why Chi O took less than KD and DDD, who took less than Kappa...who took less than Alpha Phi...who took less than Theta...
Is because we're variable quota now. Which means each sorority gets their own quota. The quota is based on chapter size and return rates, as well as chapter retention.
Everyone made their quota this year. So if Chi O took less than KD and DDD, it's because they were not allowed to take as many girls as KD and DDD...which means the people at Panhellenic decided that Chi O had more girls in the chapter and higher return rates. Claiming that since a sorority took less than the others means they were less desirable makes no sense under variable...it actually literally means the opposite.
Sooo....to all the moms out there who are claiming Chi O is the weakest because they took the least (read: they were the biggest/most popular chapter so they got the smallest quota)....here's a phrase you might be too old to understand...
"Congratulations, you played yourself."
You can talk to anybody at Panhellenic and confirm how variable quota works. They'll tell you the same.
