It varies by chapter. Every round, Panhellenic provides each chapter with a number of pnms they can invite back to the next round. The number is based on the chapter's historical return rates (the % of PNM's invited to the next round who ranked the chapter a '1' because they want to return) and the estimated variable quota for the chapter.

A chapter that 99% of pnms rank as a '1' and that has a lower quota will be able to invite back a lot fewer pnms than a chapter where 70% of pnms rank as a '1' and has the largest quota. Going into Sisterhood, there could be chapters releasing 400 pnms and chapters releasing 100 or less.

Please be careful you are walking over the delicate ground of sorority membership selection in hobnailed boots with this question. In a variable quota rush, sorority cuts will be made after each round based on RFM ( release figure methodology). This is explained in the Panhellenic Manual of Information if you need to know more. No sorority will tell you their numbers and it would be extremely gauche to ask.
