Of course KD, DDD and Chi-O have the lowest quota numbers, their numbers were reduced by about 40 to 50 from previous years. So if Variable Quota had been started three years ago that means there are close to 120 girls (in KD, DDD and Chi-O) who would not be in those sororitys. Those girls would have had the exact same resumes but they would have ended up in one of the other sororities.

I think the main point of the OP's post is that recruitment is a numbers game. There are girls currently sitting in the top tier sororitys that would not be there if variable quota had started two or three years ago. They would still be the same girls - just in different sororities.
