Who's "they"? The vast majority of pnm's who don't complete rush drop out on their own because they only want certain sororities and won't consider others that want them.
Pnm's are released at every round from different houses but that doesn't mean pnm's are dropped from rush entirely, they all have choices every round. Every chapter can only have back so many pnm's and that number is decided by panhellenic, not the sororities. This is to make sure that sororities are not leading on pnm's throughout the week, and forcing them to make their decisions earlier to give pnm's a chance to concentrate on houses where they actually have a chance. Unless you have terrible grades and/or a terrible personality you will have choices.
