Unfortunately it has to do with looks a lot of the time :\ some other factors influence it though! Like personality, sisterhood, etc...

Yeah it can definitely be looks but personality has a huge factor in it, because a lot of unconventional girls can still get into middle/top houses based on their personality/achievements alone. I've noticed some of the prettier girls in bottom tiers still have awkward personalities the same way the unconventional girls do. I think it's just a confidence thing, which is unfortunate.
