Question for the sororities!!!

I am in a chapter who recently had a change that our executive board members do NOT have to live in our house. We are now being charged for people not living in the house.. please give input from other chapters here at ucf, is this allowed or correct?? I feel as if no chapter anywhere could allow this rule it truly does not make sense to me. If other chapters also have this rule is it normal??
