how will new frat tiers work?

let’s just say hypothetically a frat in upper mid makes huge improvements and is seen as higher than the ones it’s above will it move?

i’m trying to see how these new ranks are made let’s just use an example

it’s currently

phi delt / ksig / du

let’s just say DU surpasses ksig & phi delt

will it become

du / phi delt / ksig?
