i thought it was only houses that didn’t get enough women in their pc / drops

cob eligibility is based on chapter total. a chapter can be under quota for their new pc but still be at chapter total if they were able to keep most of their actives. a chapter can also hit or go over quota and still have to cob if too many actives dropped.
sometimes a chapter can be eligible but still won't cob, they just take the L for that year for having a lower chapter total.

All will probably COB but they got different numbers since some girls denied their bids.

Reach out to each chapter you want to join on Instagram. Or watch their Instagram cause they will start posting after the first official chapter of the semester.

It should be this coming Sunday they will start to discuss COB and girls will be reaching out to girls the know and will be positing about it on their Instagram. So yes September-Early November. I was a COB and was recruited in October, late October.
