You were low on their list, meaning they liked other people more than they liked you, and those people also liked them. Each chapter makes a list with however many people they're allowed to take. So, say it's 50. Chapter 1 would make a list of their top 50 people. If all of them also choose Chapter 1, then they all get bids. If some of them choose a different group, then they move to 51, 52, etc. So if you're 70 on their list, and they're allowed to take 50, you would only get a bid if 20 people in their top group rejected them.
