Based on overall improvement of the quality of girls recruited over the last couple years, I would say ADPi and AEPhi.
I am not saying that they are jumping up in the rankings yet, because most of the houses above them have consistently recruited great girls. But I do think they are recruiting as well as Theta and better than Chi O.

I doubt Sigma is going to drop, they've been a steady middle house here for a while. Theta used to be top middle and now just isn't anymore. ADPi could be up and coming but AEPhi? Sorry but no....
