Yeah this happens a lot, most frats pref like twice as many people as they need to in case the guy takes another bid and SigChi takes unusually small pledge classes for being one of the large fraternities. Fall 14 they took like 20 guys. A lot of rushees put SigChi as a top pick throughout and therefore get let down when they only bid like 25 people.
It's weird that you didn't have a backup but I would just rush again. What houses did you have at the top of your list all week?

SigChi is probably the toughest house to get a bid from and for whatever reason the most suicided house by PNMs.
If I remember what my friend in SigChi told me, they try and keep the chapter at 120 guys by year end, and shoot for 30-35 new guys including fall and spring per year. Because of the amount of rushees who put them as their top, they are able to bring a bunch of kids to pref and then to keep their "quota" take a pledge class of like 25.
This is in stark contrast to all other mid to top houses who usually begin the year with like 120+ guys and shoot to bring in 40-60 new guys per year with a fall pc of 25-45.
