"old town" bars?

i'm coming out later in the summer to visit some family in scottsdale, and my cousins suggested going out in "old town". What is the bar scene like there? Older or younger crowd? My sister is coming as well and is not 21 but has a fake and is wondering if she'd be able to get into bars there.
