Is it easier to get a bid from a frat during spring rush since the process is a lot less formal and there aren't as many kids rushing?

No the odds are more in your favor for formal recruitment. That doesn't mean it's harder to get a bid in the spring, it just means it's informal, meaning the process isn't set up so that as many people get bids as possible.
