That's not true, not how Quota works. Quota is the maximum number a chapter can take, not a minimum. Quota is NEVER a "have to" take number. Sophomores are considered separately from freshmen in their own pool so they don't have to compete with them, but chapters can cut whoever they want and do not have to carry any pnm they don't think is a fit. Some chapters won't take any upperclassmen.
