You are allowed by the University to join/rush a Fraternity after you've accumulated about a semesters worth of credits. So for the Fall semesters the recruitment is usually based around Sophomores who didn't rush as Freshmen the previous spring. There are plenty of chances to meet up with brothers around campus, at parties, and through events where along the line they'll eventually set you up with the rush chair. Being a sophomore and even a transfer should in no way hider your abilities to get a bid and i know plenty of guys who are brothers who were in your position.
