Would Chi Phi, Phi delt, SAE, etc. be considered top tier before they were kicked/merged.

yes, but though they won't be top, when (if) these houses come back they'll be solid mid

SAE was top 3 if not the "top house", chi phi was upper mid, phi delt was kinda upper mid if not mid mid. tier has nothing to do with being kicked off for hazing or alc violations, frats from bottom to top have had charters pulled for it
