anyone who needs more numbers, usually the "bottom tier" houses. The brand new houses like psi u, sigma nu, and shady will most likely do it to try and give out a few more bids as i dont think any of them are officially chartered yet. Other than that probably like beta zeta psi etc. I would say its worth checking out if you want to join to see if you like any of those newer groups but your odds of getting into one of the more relevant/ established houses in late rush are about gone my friend.
