did michigan switch to second semester rush?

Is second semester/winter rush just another option or is it now the official rushing time? I read an article that officially, Michigan is second semester rush but a lot of Greeks are protesting.

Fraternities in the university's IFC switched to second semester rush. Fraternities in the AAIFC are not switching to deferred recruitment.

What about sororities

All are second semester except for COB for sophomores up.
