no one is trying to change your mind. zeta is ranked higher but their insane ratio is the only reason frats want to mix with them. 80 girls in a pc to 25 guys? a frat guy can easily have their pick of the bunch. pi phi is better liked but zeta has a better social schedule and that’s the whole story.

Quota is set by panhel, but zeta tends to snap bid up to quota and then I'd assume they get even more quota adds because they're a smaller chapter due to drops. Quota adds are the PNMs who aren't necessarily on either of their pref chapter's bid lists up to quota, but since the PNM wrote down both chapters (or the only chapter) which they preffed at, they're guaranteed a bid - usually to the smaller sorority. That's why most sororities have PCs over quota. Also, after quota adds, sororities under chapter total can still COB up to chapter total.
