Why do sororities mostly recruit white girls?

Is it just me or why do most sorority's recruit white blonde girls. Are they not inclusive? I’ve seen this especially around ADPI and KKG it feels like they only post white blonde girls. Do they not have any POC?

A lot of the top tier sororities are not inclusive and mainly capitalize on them being white and blonde. The bottom tier sororities seem way more diverse
