In this context, it means who is the most prominent, largest or most popular.

Honestly, that does not necessarily mean it is a good fraternity. You might find much better brotherhood in a more low-key house.

Personal opinion - there are better and worse big houses, and better and worse small houses. If you find the guys you click with, that is the best house for you.
