Rush Process / Getting Cut

What is the actual process of houses cutting girls during rush? I get that even if you have great conversations and connect w them, you may still get cut due to RFM and math. But what is the ultimate deciding factor for choosing girls over others (when you like them)? Popularity? Social media? Connections? Previous Involvement? Be blunt bc i don’t get it lmao.
