I'm not an ATO, but numbers mean social budget and better match up with sororities. Obviously you have to take quality to. ATO has had pretty good pledge classes lately. They're not taking guys away from mid or low tier chapters to make numbers. They're taking guys that would have gone KA or PhiDelt in the past. PhiDelt is gone and KA is hurting. You have to give credit where it's due. They aren't perfect, but they are legitimately top tier.

ATO is climbing into the top tier. They have made great strides lately however they seem to give a bid to almost anyone.

ATO is twice the size of KA, same as Delt. They've grown quickly, but also taken a lot of quality guys. That means growing pains & jealous people saying they'll bid anyone, but it also means they have the most momentum. Those three are the top tier. Whatever order you like. None especially stands out over the other two. They each have strengths and weaknesses.
