national vs local and other questions

1. Do the national sororities compare to the local ones? As in terms of popularity, size, involvement with fraternities and so on. Does Panhel rush happen before shake out or at the same time.
2. Why on earth do you have to wait until 2nd term of your 2nd year? I read a stat that 40% of Dartmouth women are Greek, how is that possible unless absolutely everyone goes Greek when they are eligible?
My family all went to large publc schools where the whole system is very different.
