If this seems like some statement about a chapter then it's obvious you know nothing about how total/chapter membership actually works. You can have a million members so that they don't have to COB but they all suck, it doesn't matter. Maybe Theta had some girls that weren't meeting their standard that they kicked out. Maybe some had financial/grade issues. Maybe some transferred to a different school. Maybe they have to COB 1 or 2 girls.

Participating in COB says absolutely zero about a chapter. Stop making it out to be something it isn't.
